Rochester RHIO (Regional Health Information Organization) is a secure, electronic health information exchange (HIE) serving authorized medical providers and more than 1.5 million residents across 14 counties in the Finger Lakes and Southern Tier regions of New York State.
Our network includes hospitals, labs, radiology centers, and healthcare providers working together to improve care quality, reduce inefficiencies, and support better health outcomes.
Health Information Exchange allows medical care teams to securely share medical records across institutions and practices—so patient information is available wherever and whenever it’s needed.
Studies by Weill Cornell Medical College, published in peer-reviewed journals, show that Rochester RHIO helps reduce hospital admissions and readmissions, and lowers the number of repeated imaging tests.
Through collaboration with local providers and the Statewide Health Information Network of New York (SHIN-NY), Rochester RHIO is recognized for its innovative approach to connected care.

Rochester RHIO was founded in 2006 with support from state grants and community contributions. Since then, it has grown into a trusted health information exchange serving healthcare providers and patients across the Finger Lakes and Southern Tier regions.
In 2024, Rochester RHIO combined with Common Ground Health, bringing together expertise in health information exchange, health data analytics, and community health improvement.
In 2026, Common Ground Health-Rochester RHIO and Finger Lakes Performing Provider System (FLPPS) combined operations to create a stronger regional organization dedicated to improving healthcare delivery, advancing population health, supporting workforce development, and fostering community collaboration across the Finger Lakes region. The combined organization is led by Chief Executive Officer Carol Tegas.
