About Us

What We Do

Rochester RHIO (Regional Health Information Organization) is a secure, electronic health information exchange (HIE) serving authorized medical providers and over 1.5 million residents in Monroe, Allegany, Chemung, Cayuga, Genesee, Livingston, Ontario, Orleans, Schuyler, Seneca, Steuben, Wayne, Wyoming and Yates counties in upstate New York (Finger Lakes and Southern Tier regions).

What is health information exchange? The service allows a medical care team to share records across institutions and practices, making patient information available wherever and whenever needed to provide the highest quality care. Multiple studies conducted by the Weill Cornell Medical College on the Rochester RHIO—published in peer-reviewed journals—conclude that patients benefit from reduced hospital admissions and readmissions, as well as fewer repeated radiology imaging tests. Through our work locally and with New York State, the RHIO is recognized for our progressive, innovative approach to supporting collaborative health care.

Our Mission & Vision

The mission of the Rochester RHIO is to provide the greater Rochester medical service area with a system for a secure health information exchange that allows for timely access to clinical information and improved decision making. The primary goal is to share patient healthcare information in a secure environment to improve patient care and to reduce system inefficiencies.   

The Rochester RHIO is a critical link in the Statewide Health Information Network of New York (SHIN-NY), and seeks to collaborate with health information exchange efforts across New York State.

Customer Service Vision Statement:  RHIO staff is focused on providing our participants, stakeholders and patients with professional customer service that fully meets the needs of our customers.

Leadership

Rochester RHIO is a nonprofit, community-run organization. The Rochester RHIO Board of Directors appointed Marlene Bessettee as Interim CEO in August 2022. She is the successor to John Sheehan, who left the company in August 2022 to pursue a professional calling at a behaviorial health facility in Colorado. 

Rochester RHIO is governed by a board of directors from the region (Rochester, Finger Lakes and Southern Tier areas) and functions with the help of many work groups to support the highest quality of service and patient care. Please contact our Privacy Officer to request a copy of the RHIO's by-laws and for more information about the RHIO's governance.

History

Rochester RHIO was founded in 2006, and was created using a combination of state funds and matching grants from community organizations across the greater Rochester region. In 2006, the RHIO received $4.8 million in start-up funding from the HEAL-NY (Health Efficiency and Affordability Law for New Yorkers) grant. Also, the Rochester Business Alliance and local health care organizations contributed an additional $1.9 million towards start-up collectively. 

The RHIO has now been operating for over a decade and has flourished into a sustainable, non-profit organization that helps improve the quality of healthcare delivery. Multiple studies conducted by the Weill Cornell Medical College on Rochester RHIO — published in peer-reviewed journals — conclude that patients benefit from reduced hospital admissions and readmissions, as well as fewer repeated radiology imaging tests.
