Key Document Update for RHIO Participants

The New York State Department of Health has released the Interim Version (3.8.1) of the SHIN-NY Privacy and Security Policies & Procedures for QEs and their Participants. Updates include:

Break the Glass (§ 1.2.4)
Emergency medical technicians may access SHIN-NY information during a “break the glass” incident outside of the emergency room provided the EMT only does so after determining an emergency condition exists and other safeguards are followed.

Death Investigators (§ 1.2.12)
Individuals working under the supervision of physicians and nurse practitioners – such as individuals in medical examiners’ and coroners’ offices – may access SHIN-NY data for purposes of determining cause of death.

Patient Engagement and Access (§§ 1.9.9, 5.1-5.6)
The provisions governing patient education and engagement are updated to reflect new content that must be included in educational materials as well as other updates, such as removing the reference to a statewide patient portal as such portal does not exist.
